Russian Ambassador to the United Nations, Vassily Nebenzia, and Chinese Ambassador Zhang Jun led the effort to secure more time for Iran, asserting that immediate sanctions would undermine diplomatic efforts. However, the majority of the Security Council, including the United Kingdom and France, maintained that the snapback mechanism should proceed as outlined in the original nuclear accord.
